A Plan: since this thing called a plan is holding us up from working on our seriously impacted environment, then I offer this one.

1) Take the 20000 new troops and close every inch of the borders that are not either Iran, or other cooperative players in the zone.

2) Tell Iran that is free to help Iraq recover.

3) Negotiate, AID, from multiple players to necessitate rebuilding the geographic area.

4) Agree to stop all aggressive indeever’s within the geographic area except to barricade the importation of all international arms shipments. Build an international coalition to assure that it is done.

5) Hold out this carrot to Iran, with the understanding that this is the best last chance to establish a social and political superpower in the area. Everything is on the table if we agree that the plan is to develop another global partner, not an enemy, or competitor.

6) Now!!!???!!!. Lets get down to establishing a global partnership to deal with the only serious threat, which we all face equally, the environment.

This is a plan, a simple, effective, doable plan. Take it use it I do not care, just understand that its ability to succeed is in its combination of multiplicity and simplicity.
